וצוה הכהן ולקח למטהר שתי צפרים וגו'  |  ויקרא י"ד:ד
 
The Kohen shall command and for the person being purified shall be taken two birds.
 
The description of the purification process for the מצורע is unique. Generally the command for each mizvah is given with its implementation being self-understood.
 
However in regard to מצורע, the Torah articulates וצוה הכהן, that the כהן shall supervise the implementation and the purification process.
 
Horav Hagoan Rav Moshe Feinstein זצוק"ל explains that the lesson to be learnt is that the teachers of Torah must ensure that their teachings do not remain purely academic, but actually translate into action. This is particularly true with respect to a student who has failed in the past, to put Torah teachings into action.
